SCHOOL BOARD ACCOMPLISHMENTS
(Personal Note: Change happens by never tolerating "good enough." To be the #1 school district in California, we have to fight for every victory.)
SAMPLE OF PRE-COVID ACCOMPLISHMENTS (2019-2020):
(1) Brought live-streaming to School Board meetings
(2) Reduced the ratio of students to school counselors from 600:1 to 500:1
(3) Drafted the district’s School Facility Accessibility Policy to ensure school grounds are open to the public after school hours, on weekends, and during school vacations
(4) Drafted the district’s new cell phone policy (first in the region) which banned cell phone use at elementary schools
(5) Voted for the first competitive bond sale in 20 years rather than using pre-determined issuers
(6) Fought for rational elementary school boundary changes that protect neighborhoods
(7) Supported the sale of unused school properties
(8) Supported the creation of neighborhood-based School Board seats
(9) Successfully fought efforts to eliminate “honors” curriculum from our schools
SAMPLE OF ACCOMPLISHMENTS DURING THE PANDEMIC (2020-2022):
(10) Fought for students to have a choice between receiving grades or credit/no mark in Spring 2020, which I unfortunately lost by a 3-2 vote.
(11) Advocated for an in-person education option resulting in FCUSD becoming the first school district in Sacramento County to return to the classroom
(12) Advocated for more instructional minutes in secondary schools while in hybrid format
(13) Fought for a full traditional in-person schedule for the 2021-22 school year
(14) Developed the idea and advocated for the creation of the Innovations Academy to ensure students and parents who were concerned about in-person education had a high-quality online education model
(15) Fought for opportunities to bring our performing arts back to live in-person audiences
(16) Insisted on traditional in-person promotion and graduation ceremonies
(17) Eliminated the 1st and 2nd grade early/late program which resulted in 3,612 less minutes of education (approximately 14 days of education) than what is mandated by the state
(18) Prevented the elimination of School Resource Officers -- the safety of students and staff must always be a priority (3-2 vote)
(19) Successfully opposed effort to increase class sizes in K-3 beyond the current 24:1 ratio
(20) Advocated for the adoption of All Day Kindergarten
(21) Brought back intervention teachers to Folsom schools
(22) Drafted edits to Board Policy related to hate motivated behavior at schools
SAMPLE OF ACCOMPLISHMENTS IN SECOND TERM (2022-2026)
(23) Identified inefficiencies in the budget so that we could provide higher pay to our dedicated employees – over the last two years this has amounted to $7 million in savings through challenging staff to find savings and through the new Superintendent’s Budget Advisory Committee
(24) Advocated for significant improvements to the aging Rancho Cordova school infrastructure, including the demolition of old and outdated buildings to be replaced with new state-of-the-art facilities
(25) Successfully supported the effort to pass Measure R & S Bond Measures in Rancho Cordova in 2024 to begin the school site improvements identified in item 24
(26) Identified tens of millions in savings (which will be over $100 million as time moves on) through insisting that future facility construction use Value Cost Engineering Services
(27) Drafted revisions to the district’s cell phone policy to extend the district cell phone ban through 8th grade
(28) Protected student and staff privacy by banning the use of “Smart Glasses” that records what the viewer is seeing
(29) Fought for the creation of the FCUSD Student Screen-Time Task Force to advocate for much needed changes to the level of screen-time students are subjected to while at school and expected to use from home
(30) Successfully advocated the adding of middle school grades to Rancho Cordova’s prestigious Riverview STEM Academy
(31) Drafted major revisions to the Board’s interdistrict and intradistrict transfer policies to stop overcrowding at Folsom High School and other facilities
(32) Saved local high school graduations ceremonies at the school site from being moved to downtown Sacramento
(33) Advocated with my colleagues for 7 years about creating a small 800 student high school that would provide cutting edge CTE classes before obtaining the Board’s support. In 2025, the Board supported moving forward with this initiative which is currently under design and site acquisition. As I have often stated, our comprehensive high schools are wonderful . . . but they are not for everyone. Some students thrive better in a smaller environment. We need to support all our students!

Dave Prevented the Elimination of FCUSD's School Resource Officers
From 2021 to 2024, there was a concerted effort to eliminate the FCUSD contracts with the Folsom Police Department and the Sacramento County Sheriff’s Department for School Resource Officers.
FCUSD had long standing contracts for the dedicated assignment of six police officers to the school district. These officers are specially trained for student interactions and know our students, staff, and administrators. They attend school celebrations and activities — they are a part of the school community.
This effort was not unique to FCUSD but a national trend that stemmed from the George Floyd tragedy and pent up frustrations involving police interactions at the national level. Dave knew the solution was not less campus safety but rather reforming the existing contracts to ensure greater partnership and accountability with the school system. Through Dave’s efforts, he was able to convince one of his colleagues to change their vote and the contract was maintained by a 3-2 vote.
FCUSD was one of the few schools districts in the region to preserve SROs. Six years later, the new trend in many districts that had eliminated the SROs is to restore them.
Whether it is SROs or any other issue, Dave has always cautioned his colleagues and district staff to avoid rash decision making based on popular trends so as to avoid the whipsaw pendulum.

Dave Drafted FCUSD's School Facility Accessibility Policy
In 2019, Dave expressed a concern to the Superintendent and the School Board that as FCUSD began to fence our schools to create a “closed campus” that we continue to provide public access to the school grounds outside of school hours.
Dave understood that closed campuses created a safer environment for the students during the school day. But Dave also understood that these were taxpayer funded neighborhood facilities with outdoor amenities that kids and the general public used and he wanted to guarantee the public’s continued access and enjoyment after hours, on weekends, and during school vacations.
So Dave acted! He asked the School Board to adopt Board Policy language that allowed public access to our school grounds that he had drafted and they did by an unanimous vote.
Excerpts from this policy read:
“The Board recognizes that schools are an important community resource and encourages community members to make appropriate use of school facilities. It is the goal of the Board for school sites that contain outdoor recreational resources to be available to the public for use during non-school hours unless an exception is provided by this policy. As used within this policy, the term "outdoor recreational resources" shall include, but not be limited to athletic fields, ball walls, basketball courts, open fields, picnic tables, playgrounds, and play structures . . . Each school site with outdoor recreational resources shall designate at lease one gate for access during non-school hours, unless an exception applies . . .”
FYI — Some exceptions to the policy that staff insisted be included were to swimming pools, athletic stadiums, and tennis courts due to safety and the excessive cost of repair if they were vandalized.

Dave Identified Inefficiencies in the FCUSD Budget
Dave has been challenging staff to find savings in the budget to support increases in employee salaries. Over the last two years, this has resulted in over $7 million in savings.
The Superintendent’s Budget Advisory Committee, which was created in 2025, came about through Dave’s efforts. It meets multiple times a month for three hours a meeting to dive deep into the district’s departments and operations. Dave is one of the Board liaisons on this Committee.
Dave has recently indicated his desire for the Board to retain the services of an independent third-party auditor to identify additional budgetary savings. He has indicated that any organization, public or private, with close to a $400 million dollar budget is going to have the ability to create savings.

Rancho Cordova Chamber of Commerce Endorses Dave
The Rancho Cordova Chamber of Commerce has just informed Dave that he has received their endorsement for his reelection to the FCUSD School Board. Dave was previously endorsed by the Folsom Chamber of Commerce.
Dave says “I am honored to have the endorsement from the local business community from both sides of the district. Our public schools do not exist in a vacuum. It is vitally important to ensure our students are provided the skills that the local business community needs. That is why I have been an advocate for our trade education, career technical education, and honors curriculum.”

Dave Announces He is Running for Reelection
Today, I am excited to announce that I am seeking reelection to the Folsom Cordova Unified School District Board of Education for District #3.
The journey we have taken together since I took office in December 2018 has admittedly had its challenges (including a pandemic) but despite these challenges we have been amazingly successful. My campaign slogan has and always will remain “OUR CHILDREN — OUR FUTURE” because our students’ interests need to be paramount in everything we do. And that slogan was how I approached every vote I have taken. With students being the focus, we will always be heading in the right direction.
SAMPLING OF ACCOMPLISHMENTS SINCE LAST ELECTION:
(1) Successfully advocated for the creation of a small high school option for students — Three Rivers Innovation Academy (TRIA) is tentatively scheduled to open in 2028. How small? Each grade at TRIA will be capped at 200 students.
(2) Advocated for increasing Career Technical Education (CTE) options for students at all secondary sites, including the development of new and innovative options coming to TRIA.
(3) Worked to enhance the partnership between FCUSD and Folsom Lake College, including starting the conversation on creating an Early College/Middle College program where students can graduate high school with both high school and associate’s degree diplomas.
(4) Created the “Screen Time Taskforce” that includes parents, medical professionals, and teachers that is charged with making recommendations to reduce the amount of time students spend online and looking at screens.
(5) Drafted new interdistrict and intradistrict transfer policies which were adopted to stop the overcrowding of our schools, especially Folsom High School.
(6) Expanded the district’s cell phone policy (which was the first in the region) to include our middle schools.
(7) Continually fought for additional academic programming and resources at Folsom High School.
(8) Advocated for the creation of the district’s first K-8 school at Riverview STEM Academy.
(9) Successfully fought efforts to eliminate School Resource Officers to ensure the safety of our students, teachers, and staff.
(10) Saved local high school stadium graduation ceremonies from being moved to Sacramento.
(11) Ensured school grounds remained open to the public during non-school hours.
(12) Adopted a revised policy to reduce school signage in order to be a good neighbor to the residents around our schools.
(13) Enhanced the fiscal foundation of the district through the creation of the Superintendent’s Budget Advisory Committee comprising parents, students, teachers, and staff which resulted in over $9 million in budget cuts in just its first year.
(14) Successfully advocated for the use of Value Cost Engineering Services to identify and eliminate wasteful spending practices in the development and renovation of schools. This effort has saved the district tens of millions of dollars in current and future savings.
(15) Purchased electric school buses to do our part in being good stewards of the environment.
(16) Started the effort to reimagine Rancho Cordova schools which has resulted in two facilities bonds being adopted by the residents of RC. This summer, construction of new state of the art library, math classrooms, and health and counseling offices have started at Cordova High School.
While I was going to also provide a list of accomplishments prior to the last election, I decided this post is long enough. But I would be happy to share them with you. Just IM/DM me.
WHAT’S NEXT?
Here are a few of my goals that I want to accomplish in the next four years if I am re-elected:
(1) Advocate for the creation of a K-8 school, similar to Riverview STEM, in Folsom.
(2) See the construction of the first phases of the new middle and high school in Folsom Ranch to continue reducing the overcrowding at Folsom High, Vista Del Lago, Sutter, and Folsom Middle.
(3) After the successful opening of TRIA, advocate for a second small high school with unique academic concentrations in Folsom. I am a firm believer that our comprehensive high schools are absolutely amazing . . . but they are not for everyone. Some students thrive better in smaller school settings.
(4) The adoption of the Screen Time Taskforce recommendations and future recommendations, including stop issuing Chromebooks to students.
(5) Decreasing the radius around schools where bussing is not provided. It is unacceptable to expect some students to walk 5-8 miles a day.
(6) Increasing reading and math scores in all demographics and at all ages, but especially among our vulnerable populations.
(7) Ensuring SAT and ACT testing options within the district.
(8) Retaining an independent auditor that reports directly to the School Board.
(9) Enhancing partnerships with the local business community.
(10) Continuing the fight for additional benefits and compensation structures for our teachers and staff who live in an exceedingly expensive state. You may have noticed an emphasis on finding savings within the budget in both what we have accomplished and my goals — the reason is part fiscal responsibility and part to find resources to better compensate and support the individuals who are educating OUR CHILDREN, OUR FUTURE.
After years of working in the policy trenches in education, I have appreciated the trust the voters placed in me over the last 8 years. We have accomplished so much but we have more left to do. FCUSD is already the top ranked district in the Sacramento region. Our goal should be for it to be among the top ranked districts in the nation. I would respectfully ask for your vote in November.
